Mumbai Metro Rail Corporation (MMRC) has undertaken an ambitious 33.5 km Metro-3 project running underground from Colaba to Seepz. This corridor will carry 13 to 16 lakh commuters daily. While implementing the project, about 1780 hutments and 709 families on private land (legal title holders) are likely to get affected. This includes 617 families residing in 28 buildings that will be affected by the construction of Girgaon and Kalabadevi stations. It’s a misapprehension that thousands of buildings will be demolished and the residents will be shifted elsewhere for the construction of Girgaon and Kalabadevi stations.
On the other hand, it is MMRC’s endeavor that all the residents/tenants/owners of the affected buildings on private lands, including Girgaon and Kalabadevi, will be rehabilitated in the same area as per the redevelopment parameters as specified in the Development Control Regulations. M/S Catapult Realty Consultants have been appointed as consultants to prepare the Redevelopment/Rehabilitation plan for the affected buildings at Girgaon and Kalabadevi. They will prepare the holistic plan for in-situ rehabilitation in consultation with the Project Affected Families (PAF) for which approval of the State Govt. will be obtained before its time bound implementation.
A rehabilitation/redevelopment plan prepared by experts will be discussed with the affected families and thereafter the same will be implemented on approval of the State Government. Until the finalization of the plan of rehabilitating affected families in the same area, neither any one will be displaced nor will any building be demolished. The benefits of rehabilitation in the same area will be afforded to the landlord as also the tenant depending upon their entitlement. The stand taken in this regard by the Mumbai Metro Rail Corporation has been made clear during the public consultations held so far.
As far as project affected hutments/slum structures are concerned, MMRC has adopted the Mumbai Urban Transport Project (MUTP) policy for rehabilitation and resettlement by which all the structures reflected in the Basic Socio – economic survey (BSCS) will be given alternative accommodation in the nearby areas. MMRC has identified the SRA buildings being developed under Ann. 3.11 of DCR 33.10 at Chakala Andheri East, Premier Kurla West, and Bhandary Metallurgies Kurla East, etc. as locations for their rehabilitation. Various resettlement benefits will be extended to the slum PAFs by involving a suitable NGO.
MMRC has carried out Social Impact Assessment (SIA) for all such locations wherein PAFs are involved. Public Consultation meetings as given below have been held with the PAFs to explain the project details and seek their suggestions.
